Round Table to Discuss Measures that will Increase the Use of Slag from Steel Plants and Thermal Power Plants as Substitutes for Natural Mineral Materials in Construction

Based on the results of the meeting, it is planned to approve recommendations on measures to increase the use of industrial wastes as industrial materials, with the subsequent introduction of a draft national plan of action for the protection of the environment of Ukraine in 2020–2025. (NPA)


Proposals to the NPA 2020-2025

  1. To approve at the legislative level the status of technogenic wastes as technogenic materials for the intended purpose with the definition of a list of mandatory areas of their application.
  2. To introduce appropriate changes in sectoral development programs with the establishment of targets for the volumes of the utilization of industrial wastes in various sectors of the economy.
  3. To make appropriate amendments to regulatory documents (DBN, DSTU) on the use of technogenic materials in the production of building materials and in the construction (repair) of transport facilities and other construction objects (in case it is necessary to conduct additional research or testing).
  4. To develop national standards (GOST) for environmental impact assessment for transport facilities, taking into account the requirements for the use of technogenic materials.
  5. To establish a list of recommended criteria for technical specifications for building materials and products, the implementation of construction work, guided by the recommendations of the European Commission and international experience in green (constant) public procurement, by a legal act.
  6. To consider the feasibility of increasing the rent for the special use of natural mineral resources (sand, gravel, etc.), which can be replaced in the construction of technogenic materials.
  7. To establish tax incentives for manufacturers of building materials and construction companies using technogenic materials replacing natural mineral ones.
  8. To provide government assistance for capital investment in economic activities related to the use of technological waste and the production of environmental building materials and products.
  9. To establish a preferential tariff for the railway transportation of technogenic materials to the production of building materials and structures or to the construction site.
  10. To ensure sectoral interaction and exchange of information on the issue raised with the involvement of interested parties, in particular on the discussion of the submitted proposals.
